In the Standard & Professional editions of WhosOn, you cannot create the Named User accounts.  This is reserved for the Enterprise / XSP version.
This means you can grant access based on server / group / site levels.
Each site can set a username & password.  This username & password will grant access to this site.   If the same username & password pair is used for two sites, then it will grant access to both these sites.
Each Group can also have its own username & password.   A group can contain an unlimited number of sites.
The group username & password grants access to all sites in the group.   The restrictions on the permissions in the group area apply to any user logging in with a username & password from one of the group's sites.
A group username & password can also be the same as another site's password, so that cross group / multi-group logins can be used, and a layout as below can be created:
Group A : u= test p= test
  Site 1: u=test1 p=test1
  Site 2: u=test2 p=test2
Group B: u=test1 p=test1
  Site 3: u=test p=test
  Site 4: u=test2 p=test2
This would mean, logging in as:
test would give me Site 1, Site 2, Site 3.
test1 would give me Site 1, Site 3, Site 4.
test2 would give me Site 2, Site 4.
It is also possible to log in with the admin user from the server.  This will automatically grant access to all sites on the server.
The CAL that you purchase are always (regardless of edition) for the number of users that can log in at one time, regardless of the number of user / password combinations that have been created.
